<br />002401 <br /> <br />. <br /> <br />. <br /> <br />The next meeting of the Colorado River Management Work Group to consider the 2002 AOP <br />is scheduled to be held on August 28'h and the final consultation meeting with the Basin states <br />representatives is scheduled to be held on September 26'h, Following that meeting, Reclamation's <br />recommended 2002 AOP will be sent to Secretary of the Interior for her consideration and approval. <br /> <br />Yuma Island Panel <br /> <br />Reclamation has fonned an independent panel to address the eligibility oflands on the Yuma <br />Island to receive priority 2 water under the California Seven Party Agreement. Those persons <br />selected to serve on the panel are: Gordon W, Fassett, James S, Lochhead, and David W. Robbins, <br />Reclamation intends to enter into contractual arrangements with the selected panel members and then <br />to allow the panel to establish a process and conduct the necessary studies to complete its work. <br /> <br />The panel has been charged with the responsibility of detennining if the lands on the <br />California portion of the Yuma Island are eligible to receive Colorado River water for use under <br />Priority 2 in the California water priority system. <br /> <br />Torres Martinez Indian Tribe <br /> <br />Included in the Board folder, for the Board's infonnation, is a copy of a letter, dated JWle 27. <br />200 I, from Reclamation to the Chairwoman ofthe Torres Martinez Indian Tribe regarding the Tribes <br />request to amend Schedule A ofCYWD's 1958 contract to receive Colorado River water on its lands <br />located in Improvement District No. I, The letter indicates that Reclamation needs conformation <br />from CYWD to proceed with a contract amendment. <br /> <br />Field Hearing by /he Commillee on Resources of/he House of Represen/a/ives <br /> <br />On July 9'\ the Committee on Resources of the House of Representatives held a field hearing <br />in Salt Lake City to receive testimony on Management of/he Colorado River for the 2 f" Cemury- <br />A 7 Slale Perspeclive, The congressional members that were present included: the chairman, James <br />Hansen, VT; Chris Cannon, VT; Ken Calvert, CA; Grace Napolitano, CA; and Jim Gibbons, NV, <br />Only one panel, a seven Basin states panel, was asked to testify, Those providing testimony on <br />behalf of each state, included: Larry Anderson, VT; Herb Dishlip, AZ; Jeanine Jones, CA; Kent <br />Holsinger, CO; Patrica Mulroy, NY; Phil Mutz, NM; and Tom Davidson, WY, About SO people <br />attended the hearing. <br /> <br />Generally, each of those providing testimony stressed the recent cooperation among the Basin <br />states in implementing water management programs such as the Interim Surplus Criteria, the <br />importance of the Colorado River to hislher state, the importance for California to be successful in <br />its implementation of California's Colorado River Water Use Plan, and the need for the Basin states <br />to be actively involved in any action that may have an impact on a state's ability to fully develop its <br />full Colorado River Compact apportionment. The ongoing discussions involving the Colorado River <br />Delta were mentioned as an example of where it is imperative for the Basin states be involved, <br /> <br />3 <br />
