<br />. <br /> <br />. <br /> <br />~, <br /> <br />The July 1,2001 preliminary forecast of April through July 2001 unregulated inflow into <br />Lake Powell is 4.30 maf, which is 56 percent of the 30-year average for the period 1961-1990. The <br />forecast of unregulated inflow into Lake Powell for the 2000-2001 water year is 7,225 maf, or <br />62 percent of the 30-year average, <br /> <br />The Lower Division States' estimated consumptive use of Colorado River water for calendar <br />year 2001, as estimated by Board staff, totals 8.180 maf and is projected as follows: Arizona, <br />2.826 maf; California, 5,044 maf; and Nevada, 0.310 maf. Estimated additional unmeasured return <br />flow credits of 0,228 mafwould reduce the total amount to 7,952 maf. For calendar year 2001, it <br />is estimated the Central Arizona Project (CAP) will divert 1,553 maf, of which 0,311 maf is to be <br />credited to the Arizona Water Bank, and the Metropolitan Water District of Southern California <br />(MWD) will divert 1.234 maf. <br /> <br />The preliminary July I estimate of2001 end-of-year California agricultural consumptive use <br />of Colorado River water under the first three priorities and the sixth priority of the 1931 Cal!fornia <br />Seven Party Agreement is 3.761 maf. This estimate is based on the collective use through June 2001 <br />by the Palo Verde Irrigation District (PVID), the Yuma Project Reservation Division (YPRD). the <br />Imperial Irrigation District (liD), and the Coachella Valley Water District (CVWD). Figure I, found <br />at the end of this report, depicts the historic projected end-of-year agricultural use for the year. <br /> <br />Colorado River ODerations <br /> <br />New Commissioner for Reclamation <br /> <br />On June IS'", President Bush indicated that he planned to nominate John W, Keys III to head <br />the Bureau of Reclamation (Reclamation), Mr. Keys is a 34-year veteran with the Reclamation, <br />serving as Pacific Northwest Regional Director from 1986 to 1998. Prior to this, he was the <br />Colorado River Water Quality Office chief from 1976 to 1979 and an assistant to the regional <br />director in Washington D.C, from 1979 to 1980, Mr, Keys is currently a commercial airline pilot. <br /> <br />Draft 2002 Annual Operating Plan <br /> <br />Included in the Board folder is a copy of the revised draft of the 2002 Annual Operating Plan <br />for the Colorado River System Reservoirs (2002 AOP) , During the Colorado River Management <br />Work Group meeting held on June 27th, only editorial comments were made in the recommended <br />2002 AOP, The recommended Secretarial determinations remained unchanged. <br /> <br />Those Secretarial determinations contained in the draft 2002 AOP include: I) storage <br />equalization and the avoidance of spills will control the annual releases from Glen Canyon Dam; <br />2) in accordance with the Interim Surplus Guidelines, the full domestic surplus criterion will govern <br />the operation of Lake Mead; 3) any Lower Division state may be allowed to utilize water apportioned <br />to, but not used by, another Lower Division state; and 4) Mexico will be allowed to schedule the <br />delivery of 1,5 maf of water during calendar year 2002, <br /> <br />2 <br />
