Elbert to Poncha Transmission <br />Line alternative and the Fountain Valley Conduit ~ere completed in <br />the summer of 1973, but the results are not yet available, (2) Site <br />5CF7 has been nominated to the National Register. No further action on <br />Dr. Buckles'recommended excavations at this site will be undertaken <br />prior to compliance with the procedures established by 36 CFR 800. <br /> <br />. <br /> <br />7. Comment - The statement also implies in several places that the <br />State Historic Preservation Officer has been consulted with respect <br />to historical values. However, the final statement should clearly <br />present the results of this latter consultation with respect to all <br />proposed features of the Project. The statement also indicates --- <br />(p. VIII-3) that consultation with the Advisory Council on Historic <br />Preservation has been affected, but fails to detail the nature and <br />results of this consultation. <br /> <br />Response: The Colorado State Historical Society was consulted to <br />identify and evaluate cultural resources in the Project area. The <br />"Hell Gate" scenic overlook is the only site on the western slope of <br />the Project area identified by the State Historical Society as being <br />historically significant. The site has been placed on a listing of <br />historic sites of Colorado. The State Historical Society has stated <br />that construction of Project features will have no permanent effect <br />on the overlook site. <br /> <br />The State Historical Society identified two areas at Twin Lakes <br />as having National Registry quality and they have been nominated <br />to the National Register as historic districts. The Interlaken <br />Hotel complex and the village of Twin Lakes are included in the <br />historic districts. This plan will be forwarded to the Advisory Council on <br />Historic Preservation for their review and comment in compliance with <br />36 CFR 800. <br /> <br />A portion of the old Arkansas Valley Conduit and a stone farmhouse <br />.at Pueblo Reservoir were identified as being of historic interest <br />but not of National Register significance. After consultation with <br />the State Historical Society, the stone farmhouse was razed because <br />it was remotely located from planned access and vandals had destroyed <br />its historical significance. A portion of the Arkansas Valley Conduit <br />was preserved and incorporated into a hiking trail system constructed <br />by the Youth Conservation Corps during the summer of 1974. <br /> <br />8. Comment - Pursuant to Section 800.2 of the Advisory Council's <br />"Procedures for the Protection of Historic and Cultural Properties" <br />(Federal Register, Volume 39, No. 18, January 25, 1974) the final <br />environmental statement should detail measures that have been taken <br /> <br />XI-254 <br /> <br />. <br />
