The statement also indicates that pro- <br />fessional recommendations for necessary mitigation in these areas have <br />been, or will be, implemented. <br /> <br />I . <br /> <br />Response: Although the original contract for archeological investi- <br />gations in 1972 did not include a .survey of the South Side Collection <br />System, a survey of the Hunter Creek, Midway Creek, and No Name Creek <br />diversion sites was added to the contract'and completed in 1972. <br />Results of the survey are published in Dr. William Buckles' report <br />"Archaeological Salvage for the Fryingpan-Arkansas Project in Lake, <br />Chaffee, and Pitkin Counties, Colorado, in 1972" submitted to the <br />National Park Service in accordance with the terms of National Park <br />Service Contract No. 2920 P20073. At that time, construction of <br />Project features had been completed in the Fryingpan, South Fork <br />and Chapman Gulch areas, the only sites on the South Side Collection <br />System not investigated by Dr. Buckles. <br /> <br />. <br /> <br />Dr. William Buckles has recommended that with the exception of <br />site 5CF7 at the Otero' Powerplant site, no further archeological <br />investigations be conducted in the areas of the Project in which <br />initial investigations have been completed. Dr. Buckles recommended <br />that further investigations be conducted at site 5CF7 which has been <br />nominated to the National Register. No further action related to <br />5CF7 will be undertaken prior to compliance with 36 CFR 800. <br /> <br />5. Comment - The Final Environmental Impact Statement should clearly <br />indicate measures that will be implemented to assure that cultural <br />resources in other areas of the Project proposed for future con- <br />struction will be systematically located and assessed, and that <br />any necessary mitigation will be undertaken. <br /> <br />Response: Historic, archeological and paleontological surveys have <br />been or will be undertaken on all features of this Project prior to <br />construction and the provisions of 36 CFR 800 complied with fully in <br />all instances where properties within the Project are identified as <br />being included on or being eligible for inclusion on the National <br />Register. <br /> <br />. <br /> <br />6. Comment - It is indicated on Page 111-168 of the statement that <br />survey of the proposed Mt. Elbert to Poncha Springs Transmission <br />Line and Fountain Valley Conduit alinements, as well as excavation <br />of the archeological (SCF7) endangered by construction of the Otero <br />Powerplant, will be undertaken in 1973. Survey of the Mt. Elbert <br />to Poncha Transmission Line and the Fountain Valley Conduit has been <br />completed. Dr. Buckles should be consulted for preliminary results <br />and recommendations for any mitigation that may be necessary. In <br />addition, the final environmental statement should indicate that <br />excavation of site 5CF7 has been postponed by mutual agreement between <br />the Bureau of Reclamation, Southern Colorado State College, and the <br />National Park Service. <br /> <br />X1-253 <br />
