<br />~ <br />4SS6 <br /> <br />. <br /> <br />Response: Since publication of the Draft Environmental Statement, <br />the Colorado State Historical Society has nominated both Twin Lakes <br />Village and the 1nterlaken Hotel complex at Twin Lakes as historical <br />districts. The environmental statement has been revised to reflect <br />this change in the status of historical points of interest in the <br />Project area. <br /> <br />A plan for preservation of these historical districts is being <br />developed in cooperation with State Historic Preservation Officer <br />and the Forest Service. The plan will be developed in accordance <br />with procedures for the protection of historic and cultural proper- <br />ties as set out in 36 CFR 800 by the Bureau of Reclamation and the <br />State Historic Preservation Officer and forwarded to the Advisory <br />Council for Historical Preservation for their review and comment. <br />The Project ~ill continue to consult with the Advisory Council for <br />Historic Preservation and the Colorado State Historic Preservation <br />Officer on the nonrenewable historical resources that may be <br />affected by Project construction. <br /> <br />3. Comment - Where federally-owned or controlled lands would be affected <br />by the proposed action, the environmental statement should reflect <br />the consideration given objects of historical, architectural and <br />archeological signifiance under Section 2(b) of the Executive ,Order <br />11593 of May IS, 1971, Protection and Enhancement of the Cultural <br />Environment. <br /> <br />Response: An inventory of historical objects on all lands acquired <br />or scheduled for acquisition by the Project has been completed with <br />the assistance of the Colorado State Historical Society. Archeo- <br />logical surveys have been or will be completed in the area of all <br />Project features before construction, to locate and evaluate arch- <br />eOiogical resources. <br /> <br />. <br /> <br />Fryingpan-Arkansas Project construction with the exception of <br />site 5CF7 at the site of the future Otero Po~erplant, will not <br />destroy any important stratified archeological sites. Site SCF7 <br />has been nominated to the National Register. The land on which <br />site SCF7 is located is not federally-owned or controlled at the <br />present time. <br /> <br />4. Comment - The statement documents adequate assessment of impact to <br />archeological and historical remains in the Twin Lakes, Turquoise <br />Lake, Pueblo and Ruedi Reservoirs, North Side Collection System, <br />Mt. Elbert Forebay, Mt. Elbert and Otero Canals, Halfmoon Diversion <br />Dam and Otero Powerplant areas of the Fryingpan-Arkansas Project. <br />However, the statement incorrectly asserts (p. 111-7) that areas <br />within the South Side Collection System were also surveyed for <br />archeological remains in 1972 by Dr. William Buckles of Southern <br />Colorado State College; the contract for this work, administered <br />by the Midwest Archeological Center, stipulated only survey of the <br /> <br />X1-252 <br /> <br />. <br />
