<br />r- <br />I <br />...-. <br /> <br />I, <br /> <br />. <br /> <br />. <br /> <br />,- ,'. .. <br />'i: j~; \J <br /> <br />Act of 1970, and Executive Order 11593, all such historic <br />resources require inventory, identification, and evaluation <br />in advance of project developments that may affect them. <br />Contrary to the presumption indicated by the draft state- <br />ment, just because they are not on the National Register <br />does not assure one that they lack eligibility for such <br />listing. . <br /> <br />Where federally owned or controlled lands would be affected <br />by the proposed action, the environmental statement should <br />reflect the consideration given Objects of historical, <br />architectural and archeological significance under <br />Section 2 (b) of the Executive Order ll593 of May IS, 1971, <br />Protection and Enhancement of the Cultural Environment. <br /> <br />The statement documents adequate assessment of impact to <br />archeological and historical remains in the Twin Lakes, <br />Turquoise Lake, Pueblo and Ruedi Reservoirs, North Side <br />Collection System, Mt. Elbert Forebay, Mt. Elbert and <br />Otero Canals, Halfmoon Diversion Dam and Otero powerplant <br />areas of the Fryingpan-Arkansas Project. However, the <br />statement incorrectly asserts (p. 111-7) that areas within <br />the South Side Collection System were also surveyed for <br />archeological remains in 1972 by Dr. William Buckles of <br />Southern Colorado State College; the contract for this <br />work, administered by the Midwest Archeological Center, <br />stipulated only survey of the North Side Collection System <br />and several areas in the Twin Lakes-Clear Creek Reservoir <br />area. The statement also indicates that professional <br />recommendations for necessary mitigation in these areas <br />have been, or will be, implemented. <br /> <br />The Final Environmental Impact Statement should clearly <br />indicate measures that will be implemented to assure that <br />cultural resources in other areas of the project proposed <br />for future construction will be systematically located and <br />assessed, and that any necessary mitigation will be <br />undertaken. <br /> <br />It is indicated on Page III-l68 of the statement that survey <br />of the proposed Mt. Elbert to poncha Springs Transmission <br />Line and Fountain Valley Conduit alignments, as well as <br />excavation of the archeological (5CF7) endangered by con- <br />struction of the Otero Powerplant, will be undertaken <br />in 1973.
