r .,
, .... \' , .~
4J;)'"

.

Dr. Buckles should be consulted for preliminary results
and recommendations for any mitigation that may be
necessary. In addition, the final environmental state-
ment should indicate that excavation of site 5CF7 has been
postponed by mutual agreement between the Bureau of
Reclamation, Southern Colorado State College, and the
National Park Service.

The statement also implies in several places that the
State Historic Preservation Officer has been consulted
with respect to historical values. However, the final
statement should clearly present the results of this
latter consultation with respect to all proposed features
of the project. The statement also indicates (p. VIII-3)
that consultation with the Advisory Council on Historic
Preservation has been effected but fails to detail the
nature and results of this consultation.

Pursuant to Section 800.2 of the Advisory Council's
"Procedures for the Protection of Historic and Cultural
properties" (Federal Register, Volume 39, No. 18,
January 25, 1974), the final environmental statement
should detail measures that have been taken to evaluate
all cultural values in project areas for eligibility to
the National Register of Historic Places, as well as any
nominations that have resulted therefrom. Such considera-
tion should be afforded to both historical and archeological
resources.

.

....

\L$Qwl

r

XI-250

.

3
