<br />2070 <br />groundwater problems on the Arkansas River. and 2) offered possible solutions to the <br />problems. <br /> <br />August 1996 <br /> <br />Conducted public meetings in Lamar on August 27 and Rocky Ford on August 28, 1996. <br />Invitees were primarily local residents and landowners in the lower Arkansas River <br />Valley. The purpose of the meetings was to solicit comments and ideas regarding I) the <br />study effort, and 2) the preliminary Scope of Study. In addition, meeting attendees I) <br />provided information on channel and groundwater problems on the Arkansas River, and <br />2) offered possible solutions to the problems. <br /> <br />Prior to each evening meeting, CWeB and Corps staff toured the Arkansas River chalmel <br />and adjacent areas with local landowners. Joe Dutton was the tour guide in the upper <br />reach. Areas toured included examples of channel aggradation, vegetative overgrowth <br />and groundwater problems near La Junta, Colorado. Also in the upper reach, National <br />Park Service personnel provided a tour of the Bent's Old Fort property and showed <br />examples of salt cedar channel and floodplain infestation and groundwater inliltration <br />into the fort area. <br /> <br />In the lower reach, Jim Rogers served as guide. He showed examples of chalmel <br />aggradation, vegetative overgrowth and groudwater problems near Lamar, Colorado. <br />Tours in both areas were videotaped. <br /> <br />Also during the days of August 27 and 28, CWCB staff met with elected oftieials from <br />Otero, Prowers and Bent Counties plus representatives from La Junta and the Jolm Martin <br />levee district to solicit cost sharing money for the aerial mapping project. Each entity <br />agreed to cost share at the level established by the CWCB. <br /> <br />Aerial video of Arkansas River channel and floodplain flown by Southeast Water <br />Conservancy District in support of the study effort. <br /> <br />September 1996 <br /> <br />CWCB/Albuquerque Corps study contract finalized for the lower reach with each agency <br />contributing $69, I 00 ($138,200 total budget). Corps began study effort with research of <br />historical files. <br /> <br />Discussions begun with U.S. Geological Survey regarding Groundwater Investigation <br />Scope of Work and its associated contract. <br /> <br />Discussions begun with Albuquerque Corps regarding Upper Reach Scope of Work and <br />its associated contract. Draft Scope of Work for Upper Reach prepared. <br />
