<br />" <br /> <br />~u, "--' / ~U't J"","- <\0 <br /> <br />~c:......~ \0\S-0 <br /> <br />206~ARKANSAS RIVER MULTI-OBJECTIVE <br />CHANNEL RESTORATION STUDY <br /> <br />STATUS REPORT <br />October 30,1996 <br /> <br />Introduction <br /> <br />The 1996 Colorado General Assembly funded and directed the Colorado Water <br />Conservation Board to '....contract with the Albuquerque District, Corps of Engineers or a <br />contractor for H study that will investigate problems related to recent flooding and <br />identify and evaluate potential solutions to address channel conveyance, sediment <br />deposit. vegetative management, reservoir operations, and riparian plantings and <br />removal." Furthermore "... this water resource activity will be a multi-objective study for <br />the development ofa management plan that will assist in mitigating future flood losses" (Se.<\I,,-I"Z..4) <br /> <br />$150,000 in funding was provided on July I, 1996. Shortly thereafter, the Flood Control <br />and Floodplain Management Section of the Colorado Water Conservation Board, under <br />the direction of Larry Lang, undertook several activities to initiate the study process. <br />Mark Matulik was assigned project manager responsibilities. A report of the study <br />activities to date follows, <br /> <br />July 1996 <br /> <br />Study effort divided into two (2) reaches. Lower reach: John Martin Dam to <br />Colorado/Kansas state line ($100,000). Upper reach: Fountain Creek/Arkansas River <br />confluence to John Martin Dam ($50,000). <br /> <br />Scope of Study formulated to include I )hydraulic/sediment investigation, 2) historical <br />research, 3) groundwater investigation, 4) recommendations for channel maintenance <br />activities, 5) review of reservoir operations, 6) aerial mapping, and 7) recommendations <br />to reduce groundwater problems. Note: Aerial mapping portion of the study identified as <br />sole responsibility of CWCB. <br /> <br />Preliminary Scope of Study developed with USACE. Albuquerque District for Lower <br />Reach. <br /> <br />Inital Study Coordination Meeting with federal, state and local government personnel <br />held at the Colorado State Capitol in Denver on July 17, The purpose of the meeting was <br />to solicit comments and ideas regarding I) the study effort, and 2) the preliminary Scope <br />of Study.
