Oecember 1988, by the <br /> <br />Colorado River Basin Salinity Control Forum, describe the <br /> <br />individual salinity control projects and their status. <br /> <br />Therefore, the Council will make no attempt to repeat that <br /> <br />information in this annual report. <br /> <br />General Comments <br /> <br />The Council commends the Bureau of Reclamation <br /> <br />(Reclamation) and the Department of Agriculture on the <br /> <br />publication of the jointly prepared 1988 Evaluation Report. <br /> <br />The evaluation process continues to improve with refined <br /> <br />definition of the salt load reduction requirements and the <br /> <br />improved analysis of projects under study to meet the <br /> <br />salinity objectives of the Forum. <br /> <br />The 1988 Joint Evaluation Report carefully addresses <br /> <br />the existing process of establishing priorities for <br /> <br />implementation of the various control units. The Council <br /> <br />urges Reclamation to continue to consult with the Forum and <br /> <br />Forum Work Group regarding program changes, results of <br /> <br />program evaluation, and revisions to the implementation <br /> <br />schedule for salinity control which are consistent with <br /> <br />Forum policy and the directives of Congress. <br /> <br />Favorable hydrology during recent years has resulted <br /> <br />in relatively good water quality in the lower river. If <br /> <br />not for that factor, delays in construction of salinity <br /> <br />control units would have had a greater adverse effect on <br /> <br />-4- <br />
