<br />Colorado River Basin Salinity Control Forum. The Forum <br /> <br />developed water quality standards for salinity for the <br /> <br />~ Colorado River, including numeric criteria, designated <br />~ <br />CO uses, and a basinwide plan of implementation. These were <br />CJ <br /> <br />adopted by the seven Basin states as part of their state <br /> <br />standards and were approved <br /> <br />by EPA. The permanent Work <br /> <br />Group, under the authority of the Forum, is charged with <br /> <br />making the necessary studies, providing technical advice, <br /> <br />and keeping current with events and changes which will <br /> <br />enable the Forum to make decisions on matters concerning <br /> <br />the numeric criteria and the plan of implementation. Since <br /> <br />the establishment of salinity standards in 1975, the Forum <br /> <br />has conducted four triennial reviews in: 1978, 1981, 1984, <br /> <br />and 1987. <br /> <br />Since the last annual Advisory Council report was <br /> <br />submitted, the Advisory Council met once on October 27, <br /> <br />1988, in San Diego, California. At that meeting, the <br /> <br />Council received status reports from the federal agencies <br /> <br />involved in salinity control, asked questions of the <br /> <br />federal representatives and approved budget recommendations <br /> <br />for this 1988 annual report. <br /> <br />Council Comments and Recommendations <br /> <br />The reports, "1988 Joint Evaluation of Salinity <br /> <br />Control Programs," December 1988, by the Bureau of <br /> <br />Reclamation and the Oepartment of Agriculture, and "1988 <br /> <br />Annual Progress Report - Water Quality Standards for <br /> <br />-3- <br />
