more, lands behind the easement lone that can be developed
for residential uses will increase in value, because the river
corridor easements will ensure an attractive view.
Q. Won't designation result in hordes of people ''floating'' the river?
A. Probably. ~1ore people will hear about the river and want to
visit it. but the recent boom in popularity of river canoeing al-
most assures this result. designation or no. At least, wild and
scenic river status means that a government agency will assume
responsibility for patrolling. preventing abuse of the river and
adjacent lands and cleaning up litter. Such an agency can-
with the aid of landowners-limit the number of persons who
can use the river at anyone time. The agency can also: direct
canoeists away from private property along the river by buying
smaU parcels of land to serve as access points, float-in camp~
grounds and rest areas; post signs notifying the visitors that they
are traveling through privrlte lands and can disembark only at
designated public use sites; and. if necessary, arrest trespassers.
Q. 1 have no intention ofse/ling my fond too developer, and 1 don't
think any of my neighbors do either. We have protected this
land for years and years, so why do we need to get involved
with the government and some scenic rivers program?
A. As you say, most p~ople who live in a rural area do not want to
see it turned into some sort of suburban or industrial landscape.
You wouldn't sell to a developer nor is your neighbor likely to.
But what about )lour neighbor's children? Or the person who
tilkes over your neighbor's place after he moves away or dies?
You shouldn't underestimate the ovelWhelming pressures that
c::re brought to bear on landowners in an area that is ripe for
development. Your val1ey may not be on the verge of develop-
ment now, but you can probably see the cities growing out
toward you or look to a nearby valley that has already been
taken over by land speculators and developers.
Q. 1 would be willing to sell my land in a few years or even leelUe it
to the govemment in my wiJ/, bur 1 don't want to leave right now.
~Vhat happens to me?
t'\. The wild and scenic rivers act specifically gives a landowner
the right of occupancy and use of his property for noncommer-
cial residential purposes for a 25-~ear term or until the death of
the owner, his spouse or both. This ':life tenancy" agreement al~
lows a person to inherit his own estate_ In some cases, landown-
ers il.long existing wild and scenic rivers have sold the bulk of
