<br />A. Yes, many states have their own scenic rivers programs that can
<br />offer advantages over the federal program. First. the state gov-
<br />ernment is closer to your valley and may be more aware of y::>ur
<br />land's assets and liabilities. State scenic rivers administrators can
<br />often spend more time talking to landowners and working out a
<br />plan that is in the best interests of residents. Also, if the river is
<br />added to a state program, it will probably receive less publicity,
<br />so fewer people VJiIl be drawn to it as a result of designation.

<br />Q. Is there any way to get my land under an easement without hav~
<br />ing the river added to a wild and scenic rivers program?
<br />A. There may be, depending on the laws of your state. If your ~tate
<br />or local government has a system for accepting easements, you
<br />can donate your development rights. In many states, th~e are
<br />counted as charitable, tax deductible contributions. Also, cer.
<br />tain private organizations can accept tax deductible donations ('If
<br />land or easements for conservation. Remember, however, that
<br />protecting your property from the pressures of land specula.tion
<br />does not guarantee that you \..\/ill continue to live in a pleasant
<br />rural setting, unless surrounding properties are also protect~d :n
<br />some way.
