<br />'":::'l <br />) <br /> <br />. <br /> <br />~:J <br /> <br />~ <br />~ Hydroelectric Capacity Value <br />-J Adjustment: <br /> <br />Alternative Plant Substations <br />and Transmission Lines: <br /> <br />Project Transmission Lines: <br /> <br />Geographic Area: <br /> <br />Capacity and Energy Values: <br /> <br />- 2- <br /> <br />. <br /> <br />Advantage factors for the nuclear <br />alternative, .coal-fired alternative and <br />combustion turbine alternative were <br />added to the at-market power values <br />in the amounts of 24 percent, 22 <br />percent and 14 percent, respectively. <br />These power values are based on depend- <br />able capacity as defined in the Water <br />Resouces Council's Report - "Implement- <br />ing Procedures for Evaluating Hydro <br />Power Benefits" dated December 1981, <br />chapter six. The dependable capacity <br />may reflect a credit for intermittent <br />capacity. For run-of-river hydro- <br />electric plants, it will be equal to the <br />average capacity available durin~ the area <br />peak load period. For peaking type hydro- <br />electric plants, the dependable capacity <br />may be determined by the average capacity <br />available during daily peak load hours <br />of the area peak lead season. A proposed <br />hydro plant shaul d not be credited with <br />dependable capacity value unless a need <br />for the capacity and its availability on <br />the area load has been established. <br /> <br />The desi~n ac voltages of substations <br />and transmission lines were based on the <br />existing and planned ac voltages of lines <br />and substations in the study area. The <br />estimated investment Gosts for the-ac <br />facilities were based on costs obtained <br />from the "Hydro-Electric Power Evaluation" <br />manual. The Handy Whitman Index updated <br />to January 1982 was used to compute these <br />costs. <br /> <br />None <br /> <br />Po';,;.r Supply Area 32 - see attached map. <br /> <br />The FWRO's computerized alternative <br />power value evaluation program was used <br />to calculate at-market capacity values and <br />energy values. This program follows the <br />power value computation routine as contained <br />in the "Hydro-Electric Power Evaluation" <br />manual. <br />
