The present policy requiring the dedication of water rights with

land development should be continued, and, in the short term,

additional acquisitions or expansions are not needed.

An emergency contingency plan should be developed within the next

few years for dealing with extreme droughts or other emergencies.

Emergency measures that could be implemented include restrictions

on water use and agreements with agricultural users to rent

senior water rights or the use of junior reservoir storage rights

by filling with excess City water during the initial years of

long-term drought periods.
