Box 3420 <br />Durango, Colorado 81301 <br /> <br />Dear Sam: <br /> <br />I read with interest your recent letter regarding corrrnents pre- <br />pared by the Division of Planning in response to the draft environ- <br />mental impact statement on the Animas-La Plata Project. Your <br />suggestion that those comments were fictionalized or fabricated is, <br />I think, unfounded. Nor do I feel that the analysis advanced by the <br />Division of Planning was "unbecoming and unprofessional". That office <br />was not asked to determine whether the project \~as beneficial or detri- <br />mental, but to comment on the adequacy of the environmental impact <br />statement. I am sorry that you did not understand the purpose of the <br />division's remarks, and I am disappointed that you, of all people, do <br />not appear to acknowledge the complex relationship between water <br />development and area growth. <br /> <br />As an example of an erroneous comment, you quoted the division's <br />objections to the statement on page H-4 of the environmental impact <br />statement, where the Bureau of Reclamation summarily and cursorily <br />inferred that the Animas-La Plata Project would help prevent real <br />estate development pressures in the La Plata drainage. The Division <br />of Planning correctly suggested that such an assertion was not <br />warranted by the analysis in the environmental impact statement. <br />It was not the job of the state agency to attempt to rewrite the <br />environmental impact statement. Rather, they were commenting on <br />areas of deficiency which could be corrected in the final statement <br />prepared by the Bureau of Reclamation, It is not a question that <br />can be settled by a quick recital of the amount of agricultural <br />diversion from the La Plata River. If the answering analysis by <br />the Bureau of Reclamation goes no further than the one you have <br />included in your letter, we may need to raise the issue in greater <br />detail.
