However, we disagree with some <br />of the Bureau's conclusions of the anticipated impacts. As I stated <br />last week, our major concern with the plan is the lack of an adequate <br />flow in the Animas River below the Durango pumping plant. Inter- <br />agency studies, in which the Bureau of Reclamation participated, <br />showed a minimum flow of 166 ds would be required to preserve <br />the existing aquatic environment. Since these flows will not be <br />accommodated (a flow of only 125 ds is planned), we will insist <br />that mitigation measures be taken to preserve this resource. No <br />stream mitigation is discussed in the Draft Statement. <br /> <br />I believe that through continued interagency cooperation we can <br />resolve our other concerns such as prompt acquisition and develop- <br />ment of big game mitigation lands, adequate replacement of our <br />Bodo property, preservation of our wildlife area remaining around <br />Ridges Basin Reservoir and consideration of the potential game <br />damage problem.
