Such an analysis should consider the <br />limitations on development imposed by flood plains, geologic condi- <br />tions, and adequate access. <br /> <br />I am disturbed that you do not see the obvious relationship <br />between the Animas-La Plata Project and the failures of local planning. <br />The growth-inducing aspects of the Animas-La Plata Project, both in <br />terms of temporary construction workers and long-term users and their <br />employees, are sufficient to warrant a thorough review of the impli- <br />cations of that growth. We are long past the point where sizable <br />public investments can be made in communities which are unwilling or <br />unable to adequately prepare for the impacts of those developments_ <br />It is time to apply private sector business principles to the work of <br />government. <br /> <br />The analysis prepared by the Division of Planning, while it did <br />not at any point state opposition to the project, apparently concerned <br />you. Any feeling on your part that blind, uncritical support by the <br />state is an appropriate response represents, in my opinion, a serious <br />misreading of federal attitudes toward water development projects_ <br /> <br />The staff of this department will continue to be objective in its <br />analyses. We would always be eager to discuss any differences of <br />opinion or problems with a view toward mitigating the problem areas <br />and enhancing the development efforts of the Durango community. The <br />State of Colorado generally, and the Department of Local Affairs <br />specifically, are committed to providing assistance to local govern- <br />ments and meeting the needs of our citizens.
