..

.

.

Mr. Frank E. (Sam) Maxnes
November 8, 1979
page 2

where the water is currently available in relation to lands that have
some prospect of development. Such an analysis should consider the
limitations on development imposed by flood plains, geologic condi-
tions, and adequate access.

I am disturbed that you do not see the obvious relationship
between the Animas-La Plata Project and the failures of local planning.
The growth-inducing aspects of the Animas-La Plata Project, both in
terms of temporary construction workers and long-term users and their
employees, are sufficient to warrant a thorough review of the impli-
cations of that growth. We are long past the point where sizable
public investments can be made in communities which are unwilling or
unable to adequately prepare for the impacts of those developments_
It is time to apply private sector business principles to the work of
government.

The analysis prepared by the Division of Planning, while it did
not at any point state opposition to the project, apparently concerned
you. Any feeling on your part that blind, uncritical support by the
state is an appropriate response represents, in my opinion, a serious
misreading of federal attitudes toward water development projects_

The staff of this department will continue to be objective in its
analyses. We would always be eager to discuss any differences of
opinion or problems with a view toward mitigating the problem areas
and enhancing the development efforts of the Durango community. The
State of Colorado generally, and the Department of Local Affairs
specifically, are committed to providing assistance to local govern-
ments and meeting the needs of our citizens. I trust that ~Ie can
work together on that basis.

Sincerely,

9:!~//O ~~~

!,,-paUl a Herzmark
.'
