SUMMARY OF PROCEEDINGS UNDERLYING THE REGIONAL <br />DIRECTOR'S RECOMMENDATIONS AND DETERMINATIONS <br /> <br />As described above, the purpose of this Part 417 determination is: (1) to provide <br />recommendations relating to water conservation measures and operating practices in the <br />diversion, delivery, distribution and use of Colorado River water by 110; and (2) to <br />provide a determination of liD's estimated water requirements for 2003 to the end that <br />deliveries of Colorado River water to 110 do not exceed those reasonably required for <br />irrigation and potable beneficial use under Contract IIr-747 (Dee, I, 1932) between liD <br />and the Secretary of the Interior. In conducting this review the Regional Director has <br />followed the procedures proposed to the Court and incoIlJorated into the Court's remand <br />order. <br /> <br />The followmg summarizes the Part 417 process which the United States proposed to the <br />Court in the lawsuit filed by 110 and which the Court accepted and incoIlJorated into the <br />order remanding the detennination of lID's estimated requirements for 2003 to Interior to <br />be done in strict compliance with 43 C.F.R, Part 417, <br /> <br />This Part 4J 7 proceeding relating to lID's 2003 Colorado River water use was initiated <br />by the Regional Director' on April 29, 2003, by letters to lID and to the State of <br />Cali fomia. and by simultaneous publication of notice in the Federal Register. <br /> <br />Comments were filed by numerous persons and organizations identified in Appendix A <br />hereto, Extensive submittals were received from: <br /> <br />.
