National Audubon Society <br /> <br />SubmIttals from those filing comments in this Part 417 proceeding varied in type, <br />including but not limited to: legal briefs, letters, expert reports, data compilations, <br />comments, suggestions, and declarations, Submittals also varied in subject matter <br />includlllg, but not limited to, infonnation on: liD's past and present water use; CVWD; <br />MWD and its member agencies; the Salton Sea; and water interests in Mexico, <br /> <br />llD submitted twenty-three boxes of documents, These boxes contained reports, videos, <br />microfiche, maps, disks, and compact disks, liD also submitted a 109-page legal brief. <br /> <br />All materia 1s submitted by interested parties in this Part 417 proceeding have been <br />reviewed as part of this detennination <br /> <br />Additional materials reviewed in this proceeding include: the 110 v, U,S, Administrative <br />Record; the pleadings and declarations filed with tre court by all parties in 110 v, U,S" <br />the technical and scientific studies, reports and correspondence in the possession of <br />Reclamation relating to lID's water use, and irrigation practices, in general, identified in <br />a bibliography posted on the internet at www.usbr.gov/lc/region/iid417.htm; and <br />materials prepared during the course of this Part 417 proceeding by or at the direction of <br />the Regional Director or his staff. <br /> <br />In this Part 4 I 7 proceeding, the Regional Director relied upon Reclamation staff and <br />independent experienced technical consultants retained by Reclamation, These <br />individuals represent a variety of fields including agricultural sciences, economics, water <br />resources~ irrigation management, and conserv.ation methods. <br /> <br />The Regional Director, working with Reclamation staff and the technical consultants <br />retained by Reclamation, considered the extensive materials reviewed in this proceeding, <br />analyzed the factors set forth in Part 417,3 on the basis of the materials reviewed, and <br />developed recommendations and determinations based upon the review of the Part 417,3 <br />factors, This Part 417 proceeding focuses solely on a determination of liD's estimated <br />irrigation and potable use water requirements for 2003 and implements the Court's <br />remand order in the lawsuit filed by liD, As described in the introduction, the right of the <br />Imperial Irrigation District to divert and use water from the Colorado Ri ver is not at issue <br />111 this detennination except insofar as that right is limited to the end that, pursuant to the <br />Imperial Irrigation District's Boulder Canyon Project Act water delivery contract with the <br />Secretary of the Interior, deliveries of Colorado River Water to the Imperial Irrigation <br /> <br />July 2, 2003 <br /> <br />11 <br /> <br />Detenninations and RecommendatIOn; <br />For lID - Calendar Year 2003 <br />
