SUMMARY OF PERTINENT PROVISIONS OF 43 C.F.R. PART 417 Part 417 provides that the Regional Director or his representative will arrange for and conduct such consultations with a Colorado River water contractor as he deems appropriate in order to make recommendations relating to water conservation Illeasures and operating practices in the diversion, delivery, distribution and use of Colorado River water, and in order to make an annual determination of the water contractor's estimated water requirements (PaI1417.2). The recommendations and determinations are for the purpose of ensuring that deliveries of Colorado River water to the contractor will not exceed those reasonably required for beneficial use under the contractor's water delivery contract with the Secretary of the Interior (Part 417.2), The recommendations and determination are to be based upon, but not necessarily limited to such factors as are set forth in Part 4]7,3: .
