<br />14GJ <br /> <br />. Storage in Trinidad Lake. Las Animas County. Colorado in September 1994. Subsequently, <br /> <br />Reclamation and the Corps terminated the 1990 Memorandum of Agreement that made the excess <br /> <br />storage space available to Reclamation and replaced it with .~~~~ Memorandum of Agreement <br /> <br />dated April 26, 1995 to depict the allocation of the excess storage space to the fishery or <br /> <br />recreation pooL <br /> <br />Since both the Corps and Reclamation had determined that the amendment ofthe <br /> <br />operating principles was required before the enlarged recreation pool could be filled with water, <br /> <br />the Colorado Department of Natural Resources requested an immediate amendment to the <br /> <br />operating principles and proposed a plan to fill the storage space without interference with the <br /> <br />Project water supply and depleting useable flows to dowpstream water users in Colorado and <br /> <br />Kansas in June of 1995. At the November 1995 10 year review scoping meeting, all the parties <br /> <br />. agreed the operating principles could possibly be amended before the 10-year-review was <br /> <br />completed to permit allocation of the excess storage space to the recreation pool and filling the <br /> <br />storage space without interference with the Project water supply and without depleting useable <br /> <br />water to downstream users in Colorado and Kansas. The Colorado Water Conservation Board <br /> <br />prepared and coordinated the review and approvals of)he amendment to the operating principles. <br /> <br />The amendment was completed with Kansas' approval on May 30, 1996. <br /> <br />The amendment increases the fishery and recreation pool from 4500 acre feet to 15967 <br /> <br />acre feet and the total allocated capacity of Trinidad Reservoir to 125967 acre feet. The State of <br /> <br />Colorado is to acquire water for the initial filling and replacing evaporation and seepage losses of <br /> <br />the fishery or recreation pool without interference to the District's water supply and usable <br /> <br />Stateline flows and without additional cost to the District and the United States for the Trinidad <br /> <br />. <br /> <br />13 <br /> <br />I <br />
