<br />': ,t ~"1 <br />1'1:0.... <br /> <br />. <br /> <br />temporary increase in the fishery pool, storage of water for municipal and industrial or irrigation <br /> <br />purposes provided the source of water was nontributary to the Arkansas River and the e.xchange <br /> <br />of water for storage of such water did not affect downstream users, all subject to the <br /> <br />Corps' needs for the space for flood control.. <br /> <br />The Corps declared the channel capacity below Trinidad Dam had been re-established to <br /> <br />15000 cfs and released the excess storage space for purposes other than flood control on March <br /> <br />12, 1991. The Corps released the excess storage space to Reclamation for contracting to <br /> <br />potential users in accordance with the Memorandum of Agreement dated May 23, 1990. The <br /> <br />District requested the excess storage space be allocated to the sediment capacity or joint use <br /> <br />space as an increase in the District storage right. Reclal)lation was not able to contract for use of <br /> <br />the excess storage space, consequently the Corps held a public meeting in Trinidad, Colorado on <br /> <br /> <br />. December 9, 1991 to discuss the disposition of the excess storage space, The District continued <br /> <br />to request that the excess storage space be allocated to the sediment capacity; however, <br /> <br />Reclamation received notice that this request had been rejected and was still available to <br /> <br />Reclamation for contracting to potential water users. On October 20, 1993, the District notified <br /> <br />the Corps that the District agreed with the City of Tripi dad, Colorado Division of Wildlife, <br /> <br />Colorado Division of Parks and Outdoor Recreation and the Colorado Department of Natural <br /> <br />Resources that the best use of the excess space was to allocate it to the recreation pool and was <br /> <br />changing its request to so allocate the excess storage space. <br /> <br />The Corps conducted an environmental assessment to revise the water control manual for <br /> <br />allocation of the excess storage space to the fishery or recreation pool. The Corps published the <br /> <br />Final Environmental Assessment for Revision of the Water Control Manual to Allocate Excess <br /> <br />. <br /> <br />12 <br />
