Udall <br /> <br />-5- <br /> <br />January 29, 1962 <br /> <br />obligation to use its storage reservoirs for navigation, irrigation, and <br /> <br /> <br />other, primary purposes, and (2) during each navigation season deliver to <br /> <br /> <br />the Firming Thermal Systems surplus energy to the extent available, in <br /> <br />quantities entitling it to receive thermal generated energy equal to its <br /> <br />estimated non-navigation season deficiency during the succeeding non- <br /> <br />navigation season, before disposing of any portion of its navigation season <br /> <br />energy as surplus, dump, secondary energy or through other non-firm seasonal <br /> <br />sales. <br /> <br />It is also intended that all deliveries of ' thermal generated energy <br /> <br />by the Firming Thermal Systems to th~ United States be made during off-peak <br /> <br />hours of the Firming Thermal Systems, primarily through the operation of <br /> <br />regularly scheduled generators for longer periods. <br /> <br />Proposal <br /> <br />On the basis of the aforesaid Factual Understanding and Statement of <br /> <br /> <br />Purpose and Intent, the Firming Thermal Systems hereby propose and offer to <br /> <br />enter into a contract with the United States pursuant to which: <br /> <br />1.. The United States and the Firming Thermal Systems will seasonally <br /> <br />exchange navigation season excess hydro energy for thennal generated <br /> <br />electric energy on the basis of 100 kwh of hydro generated electric <br /> <br />energy for 85 kwh of thermal generated electric energy, as follows: <br /> <br />a.
