Udall <br /> <br />-4- <br /> <br />January 29, 1962 <br /> <br />Systems will exchange excess hydro energy available to the United states <br />during tlie navigation seasons for thermal energy it may require during <br /> <br />non-navigation seasons. <br /> <br />To the extent practical the Firming Thermal Systems also propose to <br /> <br />enable the Hydro System to exchange excess hydro energy available during <br /> <br />better than normal hydro years for energy deficiencies that will be <br /> <br />encountered during later low water years, thus enabling the United States <br /> <br />to make the maximum use of its stream flow energy. <br /> <br />To carry out this purpose, the Proposal provides: <br /> <br />1.. That the United states deliver to the Firming Thermal Systems <br /> <br />in each navigation season excess hydro energy to the extent available <br /> <br /> <br />in exchange for which the Firming Thermal Systems deliver to the <br /> <br />United States during subsequent non-navigation seasons or adverse <br /> <br />,water periods thermal generated energy as required by the United <br /> <br />States on the basis set forth in the Proposal, and <br /> <br />2.
