Udall <br /> <br />-3- <br /> <br />January 29, 1962 <br /> <br />non-navigation season energy deficiency for the following non-navigation <br /> <br />season~ <br /> <br />The Firming Thermal Systems are engaged in the business of generating, <br /> <br />transmitting, and distributing electric energy in and to various parts of <br /> <br />the States of Montana, North Dakota, South Dakota, Nebraska, Iowa, Wisconsin, <br /> <br />Illinois, and Minnesota, within or adjacent to the F.astern Missouri Basin <br /> <br />Marketing Area; and their generating and transmission facilities are presently <br /> <br /> <br />interconnected at various points with the transmission facilities of the <br /> <br />United States operated by the 'Bureau of Reclamation. <br /> <br />In the opinion of the Firming Thermal Systems, the transmission facilities <br /> <br />presently in existence and planned by the Bureau and the generating and <br /> <br />transmission facilities presently in existence and plenned by the Firming <br /> <br />Thermal Systems, together with the interconnections between such facilities <br /> <br /> <br />of the Bureau and the Firming Thermal Systems will be adequate for the <br /> <br />supply and interchange of electric energy as herein proposed. <br /> <br />Statement of Purpose and Intent <br /> <br />The Firming Thermal Systems propose to supply the Un! ted States sufficient <br /> <br />supplemental thermal generated energy so that the United States can increase <br /> <br />its firm sales from the hydro plants from the presently foreseen l1m1 tations <br /> <br />of 900,000 kw under adverse water conditions and 1,200,000 kw under average <br /> <br />water conditions to 1,850,000 kw under either condition. <br /> <br />It is proposed that to the maximum extent practical the Firming Thermal <br />
