Control Coordinating Committee <br />(ASCS - ARS - CSRS - ES - SCS) <br />Washington, D.C. <br /> <br />\.vould you believ~ it? This year's "report is even Dore positive than last <br />year's report. Weare very happy to report the new USDA On farm eRSe Program <br />has been finally initiated and "is under way. <br /> <br />I. Activities in Direct Re~ponse to PL-98-569. <br /> <br />1. FY '87 appropriations included $3.6 million for the CRSC program. In <br />addition, ASCS allocated $2.2 million of ACP carryover funds specifically for <br />salinity control activities for a total program of $6 million. <br /> <br />2. Interim final rules and regulations were published in the May 5, 1987 <br />Federal Register, which allowed program implementation to proceed <br />immediately. Mos,t comme-nts received on the interim rule related to wildlife <br />habitat mitigation, -the voluntary aspect of habitat replacement, and <br />recommendations to delay preparation of the final rule until more experience <br />was gained with the new program. <br /> <br />3. Program operating procedures were finalized and the necessary field <br />training was conducted to initiate the program. <br /> <br />II. Planning activities. <br /> <br />1. A draft Environmental Impact Statement (EIS) was prepared for the Big <br />Sandy (Wyoming) project. Public comments were received, discussed, and <br />addressed. The final lIS and the Record of Decision is scheduled for filing <br />by December 1987. <br /> <br />Z. 8CS and Reclamation continued to work <br />report for the Price-San Rafael Unit in Utah. <br />Reclamation and USDA project will be feasible <br />certain portions of the project area. <br /> <br />on a joint salinity control <br />It appears a combined <br />and cost-effective for at least <br /> <br />3. Coordinated planning activities have been undertaken by SCS and <br />Reclamation on the Dolores-McElmo Cteek project area. SCS has placed two <br />additional staff positions in McElmo Creek to work directly with local <br />landowners and Reclamation personnel. <br />
