001039

.

.

.

2, Northern Colorado IIater Conservancy District as beneficiary under
contract with the United States is interested in the ability of Green
Mountain Reservoir to supply replacement storage as provided under
the terms of Senate Document 80.
3. The Colorado River Water Conservation District, the Palisade Irrigation
District and other western slope water users are interested in the
extent to which Green Mountain Reservoir and the regulated flows of
Blue River may satisfy the replacement provisions of Senate Document 80
and, further, the protection of future uses as also described in Senate
Document 80.
4. The Public Service Company of Colorado is interested as a senior approp-
riator and as a potential benefiCiary under the terms of Senate Document
80 since the manner of project operation relates to the satisfaction of
the ccmp~ls power right at Shoshone Power Plant.
S. The City and County of Denver, the City of Colorado Springs and the City
of Englewood are interested from the standpoint of their respective ability
to divert and utilize waters of the Blue, Fraser and Williams ForR Rivers.
Numerous analyses have been made from time to time under ass"IDptions which fit the
particular situation at the time. It now seems appropriate to summarize the results of
more recent studies. These studies were made to determine the effect on Colorado-Big
Thompson Project of certain proposals which have been made qy the City and County of
Denver and the Cities of Colorado Springs and Englewood in an attempt to settle contro-
versial issues in the pending case before the Federal District Court. Consideration
is being given to the proposals by all interested parties in an attempt to arrive at a
consent decree and thereby preclude the trial of many issues in the pending case.

~

.

~

~

~

-2-
