Sparks <br />June 17, 1977 <br />Page 3 <br /> <br />c. sufficient field and laboratory data has been <br />obtained in order to fully utilize the present <br />state of the art methods in designing the project. <br /> <br />d. the proposed preliminary embankment design and <br />foundation treatment will result in a safe structure. <br /> <br />The collection of original data is beyond the scope of this contract; <br /> <br /> <br />therefore, our work will be based on available data collected previously <br /> <br />by the USBR and others. Review of the USBR's data and studies will focus <br /> <br /> <br />on foundation geology, the foundation exploration program and its results, <br /> <br /> <br />seepage analysis in the foundation and in the embankment, and embankment <br /> <br /> <br />stability. We will give particular attention to the slurry trench in the <br /> <br /> <br />right abutment, and any other foundation treatment contemplated in this <br /> <br />area. <br /> <br />Review of the "Independent Panel of Experts" work will depend on the <br /> <br /> <br />timing of their efforts, and on.their scope of work and results. We <br /> <br />understand that the "Panel" is now being selected and will begin work <br /> <br /> <br />soon. If their report is completed in timely fashion so that we can review <br /> <br /> <br />it expeditiously, utilize the findings, and ",eet our time schedule, we will <br /> <br /> <br />do so; if not, we will use their preliminary results in whatever way we <br /> <br /> <br />can. Every effort will be made to attend panel meetings which would <br /> <br /> <br />benefit our work. <br /> <br />Our professional opinion on the foundation, construction materials and <br /> <br /> <br />preliminary designs will be directed primarily toward safety aspects <br /> <br /> <br />exclusively, with particular emphasis on seepage and piping. Evaluation <br /> <br /> <br />of operation, maintenance and economic aspects of the designs will be of <br /> <br /> <br />secondary importance. <br />
