Davis: <br />(judge puts on advocate's hat, puts on air of being offended by Lower Basin <br />attitude, and reinforces Carpenter's initial Upper Basin hard line) <br />We say we have such and such irrigable acres in the upper <br />states. But we have been asked to cut down and give up the right to <br />irrigate certain acres up there. Still, we get nothing in exchange. It <br />seems to me that the attitude of the lower states ought to be one of <br />extreme liberality towards the upper states. (addressing Hoover) <br />They want a big project in the Lower Basin, but they want the Upper <br />Basin to make water delivery guarantees.
