I wonder if I <br />understand what you mean? <br /> <br />Mr. McClure: <br />(backing up, but not quite apologetic) <br />I mean as far as making progress at this meeting is concerned. <br /> <br />Mr. Caldwell: <br />(conciliatory, matter of fact) <br />I simply do not believe we can make progress on acreage <br />limitations at this meeting. <br /> <br />. <br /> <br />Mr. Emerson: <br />All Wyoming wants is this: if a large reservoir is constructed on <br />the Colorado River, then such construction and associated water use <br />shall not establish a priority water right, and therefore shall not <br />preclude or interfere with water development in Wyoming, as it <br />becomes feasible. <br /> <br />Mr. Stephen B. Davis: <br />(judge puts on advocate's hat, puts on air of being offended by Lower Basin <br />attitude, and reinforces Carpenter's initial Upper Basin hard line) <br />We say we have such and such irrigable acres in the upper <br />states. But we have been asked to cut down and give up the right to <br />irrigate certain acres up there. Still, we get nothing in exchange. It <br />seems to me that the attitude of the lower states ought to be one of <br />extreme liberality towards the upper states. (addressing Hoover) <br />They want a big project in the Lower Basin, but they want the Upper <br />Basin to make water delivery guarantees. If we can't get sufficient <br />acreage guarantees for the Upper Basin, I think these negotiations <br />fail. <br /> <br />. <br /> <br />Secretary Hoover: <br />(shows alarm to the danger that bad feeling and wrangling will take the <br />effort down, wants to steer the discussion to Carpenter's Compact <br />framework - about to be presented - to get the negotiations back on track) <br />12 <br />
