.

.

.

11

The motion fails.

Secretary Hoover:
I propose that a permanent Commission be established to
determine an equitable division and allotment of all unappropriated
water, and no division shall be determined until the construction of
one of the major dams is assured.

(much consternation and mumbling amongst the Commissioners)

I see that it will be impossible to obtain the unanimous approval
of all the Commissioners to this proposition.

(7th Meeting, January 30, 1922, Washington, D.C.)

Secretary Hoover:
I believe the time has come to get the various viewpoints into the
record. Do you think it possible for us to secure any agreement on
mutual acreage limitations, subject to expansion after a term of years
as water supply proves itself?

Mr. Caldwell:
Nothing that I have said should be taken as indication that Utah
will accept acreage limitations at any time, nor that I consider it the
proper basis for allocating the waters of the Colorado River.

Mr. McClure:
The water supply figures submitted by the Reclamation Service
may be substantially correct. Based on their information, can we
arrive at statements from which to work?

Mr. Caldwell:
(looking directly at McClure, a rise to his voice, somewhat bitingly, with a
hint of shall we take this fight outside? tone)

11
