Annual Report For 1972

The Frying-Pan Arkansas Project is nearing completion and the dam
at Pueblo will undoubtlj' be finished in the near future. Storage of water in
the Pueblo Dam' will be for transmountain water except when John Martin
Reservoir is filled. Provision is made for the storage of water used in
winter for direct irrigation by ditches in the conservancy district down-
stream, if they wish to take advantage of storage for later use. A charge
will be made for this storage as this service is a part of the repayment plan
Cor the Project. No estimate has been given as to the number of ditches
that will store winter water in the Pueblo Reservoir.

Winter now of Arkansas River at Pueblo was gauged at 90,500 aJ. The
upstream ditches again this year diverted generous quantities of water
for winter irrigation direct flow. District #14, 52,000 a.f. of which 10.000
a.f. to 12,000 a.f. was stored. District #17. 150,000 as. of which 22,000
a.f. was stored in the Great Plains through the Ft, Lyon. 128,000 a1,
was used on direct winter irrigation, 65,000 a.t. by the Ft. Lyon Cor direct
application.

A push Cor the Permanent Pool in John Martin Reservoir is still on.
The Fish and Game Department has acquired title to a substantial block
of stock in the Catlin Canal and hope to transfer the water derived there-
from to the John Martin Reservoir Cor a Permanent Pool. Stock holders
in the Catlin Canal are reluctant to permit this transfer and only time will
tell what can be done.

At the annual meeting of the Colorado-Kansas Compact Administration
~1r. Sparks of the Colorado Water Conservation Board made a request for
engineering help from Kansas to study the effect of moving this water from
the Catlin Canal dowll to a Permanent Pool in John .\-tartin Reservoir.

No rules and regulations have been submitted to water users regarding
the operation of John Martin Reservoir with a Permanent Pool, but some
plans must be adopted before a pool can be maintained in the Reservoir.

The Frying-Pan Arkansas project should be completed before long.
The Reservoir at Pueblo is not expected to store summer flows oi Arkansas
River Water except when John Martin is filled. The water users in the Con-
servation District have the opportunity to store water in the Reservoir which
the,>, now use for direct irrigation in the winter months. The Reclamation
Bureau would like to get early committments for water storage as this is
part of the repayment plan for the project. The Amity lands are not in the
conservancy district but Amit,}' has storage rights on the river water in
the Great Plains Reservoir and the.y are concerned with storage of winter
flows.

Page 4
