<br />. <br /> <br />.- ,- - <br />, - <br /> <br />The current status of activities is as follows: <br /> <br />The release of the draft Biological Opinion has been delayed until February 17th. A <br />notice of the delay (copy included in the Board folder) was issued by both Reclamation <br />and the U.S. Fish and Wildlife Service (USFWS) on December 30, 1996. <br /> <br />Neither Reclamation nor the USFWS's solicitors have completed their review of the <br />Joint Participation Agreement (JP A), Bylaws, and Interstate Cost Sharing Agreemen~ <br />(IS A). <br /> <br />The Ecosystem Conservation Recovery and Implementation Team designation for the <br />LCRMSCP Steering Commitlet' has been signed by Ms. l'!ancy Kaufina.'I, the Regional <br />Director of the Albuquerque Regional Office of the USFWS, and sent to <br />Washington D.C. for concurrence. <br /> <br />The Request for Proposals (RFP) for the program facilitator and plan development <br />contracts are being reviewed by the Steering Committee and Workgroup. If the RFPs <br />are approved at the January 23rd Steering Committee meeting, they will be distributed <br />to prospective bidders. Contracts will not be awarded until the JPA, Bylaws, and ISA <br />are executed by all parties. <br /> <br />A tour of the upper half of the program area is scheduled for April 28th-30th, 1997. Please <br />mark your calendars. The next meeting of the LCRMSCP Steering Committee will be held on <br />January 23rd in the Commissioners Room at McCarren Airport. Included in the Board folder is a <br />calendar of the LCRMSCP Steering Committee and Workgroup meetings for 1997. <br /> <br />WESTERN WATER PLANNING <br /> <br />Lower Colorado Water Supply Proiect <br /> <br />As you recall, the Lower Colorado Water Supply Project was authorized by Congress to <br />provide 10,000 af of water per year, on an exchange basis, to users of Colorado River water who <br />either did not have existing water rights or sufficient rights to satisfy their needs. Also, the Project <br />was to be constructed in two stages, each stage being 5,000 af. The City of Needles (Needles) was <br />selected as the Project Administrator, responsible for all water schedules, reports, and repayment <br />obligations. <br /> <br />Included in the Board folder is the "Notice of Completion" from Reclamation to Needles <br />notifying Needles that the first stage of construction was completed and that repayment of Project <br />costs is scheduled to begin June I, 1997. <br /> <br />6 <br />
