The Department of the Interior will defer fonnal regulatory consideration of top-water <br />banking for the present time; however, specific proposals that demonstrate innovative <br />conservation methods will be considered on a case-by-case basis. <br /> <br />6. The Department of the Interior will continue to search for means to effectuate the San <br />Luis Rey Settlement. <br /> <br />A copy of Secretary Babbitt's speech is included in the Board folder. Also included in the Board <br />folder are copies of two letters, dated December 12th and 20th, 1996, from Mr. James Lochhead to <br />Colorado's legislative leadership, which summarize his perceptions of Secretary Babbitt's speech. <br /> <br />The Colorado River Board Agency Managers are continuing to meet to address the issues <br />raised by the Colorado River Basin states representatives and the charge given to the managers by <br />the Colorado River Board. Since the December Board meeting, the Agency Managers met on <br />January 8th and win hold another meeting following the January Board meeting. Progress is being <br />made in better understanding the issues and with Secretary Babbitt's presentation at the Colorado <br />River Water Users AssOciation the resolution of the issues are becoming more focused. It is hoped <br />that lhe Agency Managers will be in a position to bring a proposal to the Board for its consideration <br />soon. Possibly, this will occur in a workshop fonnat. <br /> <br />Re~ations for Administerinl!: Entitlements in the <br />Lower Colorado River Basin <br /> <br />The deadline for conunents on the draft Guidelines for Colorado River Water Miscellaneous <br />Present Perfected Rights Contracts (Guidelines) of January 31, 1997, is rapidly approaching. On <br />January 8th at the Agency Managers meeting, it was agreed that after hearing Secretary Babbitt's <br />speech in Las Vegas, Nevada, that it may be premature to continue to develop the Guidelines for <br />miscellaneous present perfected rights apart from Reclamation's regulations dealing with water <br />marketing. Therefore, the Agency Managers are suggesting that the Colorado River Board, in its <br />comments, request Reclamation to hold further development of the Guidelines in abeyance until a <br />later time. <br /> <br />Colorado River Encl~ngered Fish Species <br /> <br />The December 19, 1996, Lower Colorado River Multi-Species Conservation Program <br />(LCRMSCP) Steering Conunittee meeting was canceled due to a scheduling conflict with the <br />Colorado River Water Users AssOciation meeting. The LCRMSCP Workgroup met on January 10th <br />in Phoenix, Arizona. <br /> <br />5 <br />
