Additional Project facilities would complete Phase n, as defined in the <br />Cost Sharing Agreement, the 1986 Colorado Ute Indian Water Rights Final Settlement <br />Agreement (Settlement Agreement), and the Settlement Act of 1988. <br /> <br />5-7 <br />
