<br />
<br />For forecasting purpose.s, val12es of annual inflows that will. be statistice.lly
<br />equalled or exceeded la, 50 and 90 percent of the time were selected from the
<br />probability curve to be. "reasonable maximum" (wet year), "mos"c probable"
<br />{normal year}, and "reasonable minimum" (dry year) infloH conditions, respec-
<br />tively.
<br />
<br />RESERVOIR OPERATIONS
<br />
<br />All operations are scheduled for optimum benefits to project functions. At
<br />the end of the irrigation season and at the end" of each month during the non-
<br />irrigation period, the carryover storage in each reservoir and the reasonable
<br />minimum inflow are evaluqted to determine if water in excess of that required
<br />to fill the conscrvatio:n pool may be anticipated. If excess inflow is ap-
<br />parent, coiltrolled releases w'ill be made to accomplish maximum downstream
<br />benefits.

<br />MAJOR FEATURES
<br />
<br />The l'-1.irage Flats Project was constructed under the Water Conservation and
<br />Utilization Act and inc].udes an irrigation storage reservoir, diversion darn,
<br />and canal system. The other features in the scope of this report are a part
<br />of the Pick-Sloan Missouri Basin Program and include multipurpose reservoirs,
<br />diversion dams, pump stations, and canal systems. Fifteen storage facilities
<br />are now in operation as follows:

<br />constructed by the Bureau of Reclamation:

<br />(a) Operated by Irrigation or reclamation districts--Box Butte and.
<br />Merritt Dams in the Niobrara River Basin and Sherman Dam in the
<br />Lower Platte River Basin.
<br />
<br />(b) Operated by the Bureau of Reclamation--Bonny, Trenton, Enders,
<br />Red Willow, Medicine Creek, Norton, Lovewell, Kirwin, Webster,
<br />Glen Elder, and Cedar. Bluff Dams in the Kansas River Basin.
<br />
<br />Constructed and operated by the Corps of Engineers:
<br />
<br />(a) Harlan County Dam in the Kansas River Basin.
