<br />CHAPTER I - INTRODUCTION

<br />In addition to describing the operational responsibilities of the Bureau of.
<br />Reclamation, Corps of Engineers, and irrigation or reclamation districts in
<br />the three basins, this Annual Operating Plan advises water users, cooperating
<br />agencies, and other interested groups or persons of the actual operations
<br />during 1975 and serves as guidelines for the 1976 operations.

<br />The Bureau of Reclamation is responsible for irrigation operations at all
<br />Federal reservoirs in the Kansas River Projects area. At those reservoirs
<br />which were constructed by the Bureau of Reclamation, the Bureau is also re-
<br />sponsible for the operation and maintenance, safety of the structure, and
<br />reservoir opera.tions not specifically associated with regulation of the flood
<br />control storage. In addition to irrigation, these reservoirs provide benefits
<br />for functions such as recreation, fish and wildlife, municipal and industrial,
<br />etc.

<br />The Corps of Engineers is responsible for regulation of the flood control
<br />storage at all Federal reservoirs in the Kansas River Basin, and for conserva-
<br />tion functions other than irrigation at the dams where it is the construction
<br />agency.
<br />
<br />By contractual arrangements \'lith the Bureau of Reclamation, 12 irrigation or
<br />reclamation districts are responsible for the operation of irrigation facili-
<br />ties constructed or rehabilitated by the Bureau of Reclamation in the Niobrara,
<br />Lower Platte, and Kansas River Basins with the exception of the reservoirs in
<br />the Kansas River Basin.

<br />The States of Nebraska, Colorado, and Kansas are responsible for administration
<br />and enforcement of the laws of their respective States pertaining to the water
<br />rights and priorities of all parties concerned with the use of water.
<br />
<br />The Republican River Compact was authorized on August 4, 1942, by Public Law
<br />No. 696, which was enacted by the 77th Congress. The Compact was ratified by
<br />the States of Colorado, Kansas, and Nebraska. This Annual Operating Plan is in
<br />accordance with the objectives of the Compact, which are: ". ..to provide for
<br />the most efficient use of the waters of the Republican River Basin for multiple
<br />purposes; to provide for an equitable division of such waters; to remove all
<br />causes, present and future, which might lead to controversies; to promote in-
<br />terstate comity; to recognize: that the most \?fficient utili.zation of the waters
<br />within the Basin is for beneficial consumptive use, and to promote joint action
<br />by the States and the United State:3 in the efficient use of water and the con-
<br />trol of destructive floods."
