<br />considered desirable, such as that fish and wildlife interests will be best
<br />served by high pool levels with minir:1wn fluctuations and regulation of out-
<br />flow in excess of minimum requirements insofar as feasible. The statement
<br />recognizes that to assure realization of the greatest public benefits, opera-
<br />tion plans should be sufficiently comprehensive to peIT.1it the maximum inte-
<br />gration of the secondary uses consistent. wi th the primary purposes of flood
<br />control and irrigation.
