<br /> <br />021551 <br /> <br />INTRODUCTION <br /> <br />This watershed plan describes the plan formulation process, <br />discloses expected project impacts, and provides the basis for <br />authorizing federal assistance for implementation under the Public <br />Law 566 Program. There were no significant adverse environmental <br />impacts identified in the evaluation process; therefore, an <br />Environmental Impact statement was not prepared. A Notice of <br />Availability of Finding of No Significant Impact and accompanying <br />environmental assessment have been prepared. The sponsoring local <br />organizations are Spanish Peaks Soil Conservation District <br />(SPSCD), Purgatoire River Soil Conservation District (PRSCD), <br />Purgatoire River Conservancy District (PRCD), Las Animas County, <br />City of Trinidad, and the Colorado State Soil Conservation Board <br />(CSSCB) . <br /> <br />The U.S. Department of Agriculture's Soil Conservation <br />Service (SCS) assisted the sponsors with the development of the <br />plan. <br /> <br />The plan was prepared under the authority of the Watershed <br />Protection and Flood Prevention Act, Public Law 83-566, as amended <br />(126 USC 1001-1008), and in accordance with section 102(2) (c) of <br />the National Environmental Policy Act of 1969, Public Law 91-190, <br />as amended (42 U.S.C. 4321, et seq). Responsibility for <br />compliance with the National Environmental Policy Act rests with <br />the Soil Conservation Service. <br /> <br />All information and data presented herein, unless otherwise <br />noted, were collected by the Soil Conservation Service during <br />watershed planning investigation. <br /> <br />The plan has been formulated to address the problem of <br />excessive sediment deposition in Trinidad Lake as well as range <br />deterioration. With this deposition, a water quality problem has <br />been created and is also addressed. <br /> <br />7 <br /> <br />
