<br />. <br /> <br />N <br />~ <br />dl <br />c.o <br /> <br />The Forum members participated with their state <br />208 agencies in matters related to salinity and salinity <br /> <br />control and will continue to do so as the need arises. <br /> <br />The annual progress reports of the Forum also receives <br />wide distribution within the Basin. <br /> <br />The Water and Power Resources Service publishes a <br /> <br />quarterly news letter on the salinity control program <br /> <br /> <br />which has a distribution of about 1,300. The Forum and <br /> <br />other federal agencies use the newsletter to discuss state, <br /> <br />local and other federal salinity control activities. <br /> <br />Environmental Defense Fund Lawsuit <br /> <br />On August 22, 1977, the Environmental Defense Fund <br />(EDF) filed a complaint in the U.S. District Court in <br /> <br />Washington, D. C., against Douglas Costle, Administrator, <br /> <br /> <br />EPA; Cecil Andrus, Secretary, Department of Interior; and <br /> <br /> <br />R. Keith Higginson, Commissioner, Bureau of Reclamation. <br /> <br /> <br />The civil suit in general sought that: a) the Environmental <br /> <br /> <br />Protection Agency's approval of state salinity standards <br /> <br /> <br />be set aside; b) EPA be required to promulgate "effective <br /> <br />and enforceable" water quality standards and implementa- <br />tion plans and pollutant loads for salinity; and c) the <br /> <br />defendants be required to implement necessary salinity <br /> <br />controls to maintain salinity at the 1972 levels. <br /> <br />-41- <br />
