<br />accordance with terms of Section 14 of the Federal Power Act. Under
<br />procedures established in 1964 to carry out the intent of this Section
<br />14, the Federal Power Commission must transmit its recommendations to
<br />Congress as to the adVisability of, recapture. If the'Federal Govern-
<br />ment does not exercise the right to take over the project upon license
<br />expiration, the Federal Power Commission is authorized to issue a new
<br />license to either the original license holder or to a new licensee.
<br />In developing its recommendations on Mystic Lake, the Commission sought
<br />the advice of all concerned, including the Departments of Interior;
<br />Agriculture; Army; and Health, Education and Welfare; and from the
<br />Water Resources Council. The Commission's recommendations are in-
<br />cluded in Press Release No. 15410 issued on March 13. 1968, and the
<br />background "Evaluation Report" On the project is dated 1968.

<br />The Minnesota State Planning Agency activated a Water Resources Coordi-
<br />nating Committee to administer and coor~nate the state water and
<br />related land resources planning program. The Committee completed
<br />during Fiscal Year 1968 the first draft of a report "Background Infor-
<br />mation for Framework Water and Related Land Resource Planning in
<br />Minnesota." Preparation of the report was a cooperative effort of
<br />State Departments, private consultants, and University personnel.

<br />The Committee also developed water and related land resources State-
<br />wide planning objectives, scope, organization, manner of operation,
<br />schedules, and budget program.
<br />
<br />In June 1967, the U. S. Geological Survey, Water Resources Division,
<br />in cooperation with the State Planning Agency and the Minnesota
<br />Department of Conservation, Division of Waters, began a project of
<br />preparing for automatic data processing, the records of wells and
<br />lakes in the files of the Minnesota Division of Waters and other
<br />State and Federal agencies. Of primary concern are the estimated
<br />10,000 well records in the files of the Division of Waters and State
<br />Geological Survey, inventories of 15,300 lakes prepared by the Division
<br />of Waters, and data on about 8,000 lakes in the files of the Division
<br />of Game and Fish.

<br />'Under contract to the State Planning Agency, the Midwest Reaearch
<br />Institute, Kansas City, Missouri, has completed a study of water
<br />resources related to recreational planning in Minneaota.
<br />
<br />Governor LeVander appointed William C. Walton (Chairman of the Water
<br />Resources Coordinating Committee and Water Resources Planning Director,
<br />State Planning Agency) to represent Minnesota on the Souris-Red-Rainy
<br />River Basins Commission, Great Lakes Basin Commission, and Upper
<br />Mississippi River Comprehensive Basin Study Coordinating Committee.
<br />William C. Walton was also appointed to serve as Minnesota's alternate
<br />member of the Missouri Basin Inter-Agency Committee.

<br />In Missouri, the Missouri State Park Board continued development of
<br />a recreation and preservation complex associated with the Williams
<br />
