The Park Board will utilize a multi- <br />purpose structure in connection with a State Park featuring Watkins <br />Mill. The Park Board has also established regional park offices to <br />assist in administering and servicing of State Parks. Three regions <br />have been established with two offices located in Brookfield and <br />Lebanon serving the Missouri Basin area in Missouri. The Park Board <br />was also authorized to employ park rengers having police power and have <br />stationed such personnel in each Stete Park. Six tracts <br />totaling 233 acres were for stream access sites. Emphasis was placed <br />on upgrading existing and new areas through wildlife habitat improvement, <br />provision of road access, and construction of boat ramps. Striped bass <br />were stocked in the Lake of the Ozarks and muskie were stocked in Pomme <br />de Terre Reservoir. The construction of roads, ramps, and a concession <br />building at Blind Pony Lake in Saline County is virtually complete. <br />A warm water hatchery is being constructed there also. In addition to the usual forest management programs, <br />the Legislature appropriated funds beginning July I, 1968, for a <br />metropolitan forester to be stationed in Kansas City. ".:.-~'; <br /> <br />Legislation authorizing the Nebraska Mid-State Reclamation Project was <br />passed by the Congress and approved by President Johnson after many <br />years of effort. Further delay in moving the project to the construc- <br />tion stage can be expected, however, due to the elimination of planning <br />funds in the current budget and the failure to include such funds for <br />Mid-State in next year's budget. <br /> <br />The planning of watershed projects in Nebraska was accelerated by the <br />fielding of an additional watershed planning party by the State Soil <br />and Water Conservation Commission to complement the planning efforts <br />of the Soil Conservation Service. <br /> <br />A distinct forward step was taken by Nebraska by the passage late in <br />the 1967 session of the Legislature of a Flood Plain Zoning Act which <br />provides for the designation of flood hazard areas by the State Soil <br />and Water Conservation Commission and the imposition of land use <br />regulations to be enforced by local governments. Should the local <br />government fail in the enforcement, the State is empowered to assume it. <br /> <br />Other actions by the 1967 Legislature in the interest of water resources <br />development were acts providing for State and County financial aid to <br />Soil and Water Conservation Districts for managerial assistance and the <br />inclusion of urban areas in such districts. <br /> <br />'i~" . <br /> <br />:.-..,-, <br />" .".' <br /> <br />r..
