Extensive use was made of NASA's Application Technology Satellites (ATS) to gain new knowledge of atmospheric behavior. During fiscal year 1968 the Yellowtail Visitor Center and additional parking and access roads were completed. Work continued on day-use facilities and boat launching ramps at several locations. Construction activity remained at a high pitch throughout the year on the Glen Elder Dam on the Solomon River in north-central Kansas. By years' end work on the Dam had reached 96 percent completion and work was well underway on clearing Waconda Lake area and on the construction of some five boat ramps along the lakeshore. Fiscal year 196B saw important progress too, in North Dakota, as work started on several important aspects of the huge Garrison Diversion Unit. During May 1968, bids were received on construction of the Snake Creek Pumping Plant No. 1 and' a construction contract was awarded in mid-July. By years' end work was well along On buildings and facilities for the O&M headquarters at Oakes, North Dakota, as well as radio communications facilities for the Unit. Noteworthy too was the start of construction On the first extra-high- voltage transmission line to be constructed by the Bureau of Reclamation in the Missouri River Basin. By mid-June construction work was underway on two contracts calling for construction of 242 miles of 345-kv trans- mission line between Grand Island, Nebraska, and Fort Thompson in South Dakota. On March 13, 1968, the Federal Power Commission recommended to Congress that the 10,000 kilowatt Mystic Lake hydroelectric project owned by the Montana Power Company should not be recaptured by the Federal Govern- ment when its license expires at the end of 1969. The project, constructed between 1920 and 1927, is located in Stillwater County, Montana, on Mystic Lake and West Rosebud Creek, a tributary of the Stillwater River which, in turn, is tributary to the Yellowstone River.
