<br />Work Group then disaggregated the basin totals down to eight major
<br />planning subregions. The eight planning subregions were broken down
<br />to 35 separate areas for use by the planners. Mr., HaJinian pointed
<br />out the trends in population, employment and income in the eight
<br />major subbasins and the reasons for the changes in the future. As
<br />the plan is formulated, they will assess the impact on the economy.

<br />Mr. C. T. Judah, Chairman of the Work Group on Needs and Problems,
<br />reporting on this portion of the study, stated that future needs
<br />are based on theeconomic projections and various unit factors to
<br />water and land use. The estimation of needs was undertaken on a
<br />functional basis. These functional studies were made for these
<br />categories: Agriculture, Municipal and Industrial Water Supply,
<br />Electric Power, Flood Control, Navigation, Recreation, and Fish
<br />and Wildlife, Economic evaluations of these items were not made.
<br />In their study, they used the present-day level of development and
<br />related this to the economic base and to the projected growth of
<br />the'basin to determine the need.

<br />A Framework Plan is a guide for future action programs and, there-
<br />fore, must provide a sound basis for continued planning that is
<br />both broad and comprehensive in coverage and flexible in structure.
<br />This was reported by Mr. Gus Karabatsos, Chairman of the Work
<br />Group an Resource Development. Using the data inputs prepared by
<br />other Work Groups and the development planning objectives and
<br />criteria, an orderly process has been established to pursue for-
<br />mulation of framework plan. The goals and objectives were outlined
<br />based on the principle that 'they must be geared to satisfy human
<br />demands and needs. The planning process is now underway with the
<br />study in various stages in all subbasins.

<br />The three major planning goals ere "National Economic Efficiency,
<br />Regional Development and Environmental Quality." He explained
<br />how these goals fit into the overall scheme. To explain their
<br />formulation of a plan, he demonstrated the process by showing
<br />how they handled the Nishnabotna Subarea. Within the plan,
<br />consideration of various options and alternatives, and the
<br />consequences of these actions, will be discussed for use in
<br />selecting the best plan of development.
