Cocks, Chairman of the Standing Committee, reported <br />on the status of the Comprehensive Framework Study. In his report <br />he provided some background information on the formation of the <br />Missouri Basin Inter-Agency Committee and its membership. Also, <br />he traced the history of the initiation of the study and the for- <br />mation of the Standing Committee and its Work Groups and Task <br />Forces. <br /> <br />To set the stage for the reports by the Work Group Chairmen, Mr. <br />Cocks gave a general description of the basin and the climate en- <br />countered. He also discussed how the basin was subdivided into <br />logical study areas for the planning processes. The Feder~ State, <br />and local role in the Framework Study was also explained. He then <br />called upon the Work Group Chairmen to discuss the resources of the <br />basin. <br /> <br />The first resource discussed was that of land resource base by <br />Mr. Walter Pool, Work Group Chairman of the Land Resource Availa- <br />bility Work Group. Mr.Pool noted that their investigations considered <br />(a) the ownership and management of the basin lands; (b) the total <br />land and water area: (c) the use of the land as related to the economy. <br />Ten different categories were used in determining the primary use <br />of the land. The ancillary use of the land was studied, since this <br />had a bearing on the economy, especially in the Recreation and Fish <br />, and Wildlife use. They also studied the current irrigation practices <br />and the requirements of the future. <br /> <br />Of Major significance to the Framework Study is the availability <br />of adequate water of satisfactory quality to supply the demand. The <br />hydrology and climate of the basin were discussed by Mr. Elmo W. <br />McClendon, Chairman of the Hydrology Work Group. The Work Group <br />collected pertinent data on precipitation, temperature, surface <br />runoff, water quality and ground water. In their analysis of this <br />data, they will be able to show supply of water available and ~hether <br />there is a shortage or an adequate supply for the existing and future <br />developments as shown in the Framework Plan being formulated. In <br />their study, they have found many areas utilizing most of the available <br />supply. As the Framework Plan is formulated, they will assess the <br />effect the plan has on the available surface and ground water supply. <br /> <br />One of the basic precepts of the Comprehensive Framework Study is <br />that the plan will be based on projected future economic conditions. <br />Mr. Charles Hajinian, Chairman of the Economic Base Study Work Group, <br />reported on this facet. The last census year, 1960, was used for <br />the starting point. The projections were made by the Office of <br />Business Economics of the Department of Commerce and the Economic <br />Research Service of the Department of Agriculture for the basin. The <br />prOjections were made for population, employment and income.
