This accompanied one of the
greatest June rises of record on the upper Missouri. This rise, with-
out the main stem system of reservoirs, would have been characterized
as one of the worst summer flood years in the history of the Basin.
It is estimated that the reservoirs and levee system prevented nearly
$500 billion in damages.

As a result of the tremendous inflow into the main stem reservoir
system, initial fill of the system was accomplished by the end of July
1967. During the 12 months ending in July 1967 generation of electrical
energy totaled 8.8 billion kilowatthours; freight shipments on the
Missouri River navigation projects, extending from Sioux City to the
Mouth, reached a record of 2,556,000 tons in 1966. Recreational use
of the lIk~in stem projects increased with visitation during 1966 total-
ing 4,940,000. Full service tD all authorized functiDns has now been
achieved and barring the occurrence of severe drought periods a con-
tinuation of this service can be expected in the years to come,

Annual Power Report of the Bureau of Reclamation

Mr. George Le,ds, Regional Supervisor of Power, Bureau of Reclamation,
Region 6, Billings, Montana, told the Committee that the year just passed
had achieved a record for power production in the Missouri River Basin.
Water supplies were abundant. Power and energy production, as well as
revenue, reached record levels,

With the completion of Yellowtail Powerplant in Montana the nUlnber
of Federal hydropower plants in the Missouri Basin now totals 23 with
a total nameplate capacity of 2,740,350 kilowatts.

Total sales of all classes of power for the entire system exceeded
10.5 billion kilowatthours with revenue in excess of 46.6 million for
fiscal year 1967. Total sales for fiscal year 1968 should approach
11 billion kilo"atthours with revenue of 48.7 million.

Successful efforts were made during the year to close the trans-
mission ties betlveen the East and West in order to obtain the benefits
of interconnected operation. It was shown that many benefits could be
obtained from this type of interconnection; however, the experiment
also pointed out that interconnected systems share not only benefits
but the problems originally incident to the original systems.
