" <br /> <br />Reservoir Operations in the Kansas River Basin <br /> <br />.". .'.~. <br /> <br />. ..-.~ <br /> <br />Col. William G. Kratz, District Engineer of the Kansas City <br />District, Corps of Engineers, told the Connnittee that the Kansas <br />River's mean annual flow at the Mouth was 6,600 c.f.s. It drains <br />a basin of 60,000 square miles. This watershed is regulated by <br />five completed Corps of Engineers reservoirs and ten operating <br />projects of the Bureau of Reclamation. Two additional reservoirs <br />are ,under construction in the area. The total storage of all 17 <br />will amount to 2.7 million acre feet of inactive and conservation <br />storage and 6.5 million acre feet of flood control storage. Each <br />of the 17 is a multipurpose project providing service to conser- <br />vation functions as well as flood control. <br /> <br />'{<~.., ......11 <br /> <br />......... <br /> <br />. ."'. <br /> <br />". ""1, <br />. ;::>~:~:;.::~~ <br /> <br />,. <br /> <br />Flood control is a statutory responsibility of the Corps of <br />Engineers when any Federal reservoir is in the flood control zone. <br />To fulfill this responsibility a widespread data collecting network <br />has been established to gather river, rainfall, and reservoir data <br />at more than 1,000 locations throughout the Basin. These data, <br />together with weather bureau forecasts, form the basis for analyses <br />and decision making concerning reservoir regulation. A digital com- <br />puter and a tailormade electrical analogue, which models the lower <br />Kansas River Basin, facilitates the rapid evaluation which'must be <br />made during flood periods. <br /> <br />. <br /> <br />Business Session <br /> <br />At Chairman Mosbaugh's suggestion Mr. Clifford Summers of <br />Missouri introduced Roy Johnson of Rushville, Missouri, President <br />of the Midland Empire Flood Association who summarized for the <br />Conunittee a flood problem on the main stem of the Missouri'River <br />which involved the inability of dikes and levees alone to alleviate <br />the flood problem. He requested that funds be allocated for a pre- <br />liminary study of a reservoir program to assist in alleviating the <br />flood threa t. <br /> <br />~ <br /> <br />Aftcr considerable discussion by the Committee, the Chairman <br />entertained a motion by Mr. Summers that material submitted by <br />Mr. Johnson be brought to the attention of the Standing Committee <br />for consideration in the upcoming comprehensive report.
