<br />0(2200 <br /> <br />- 13 - <br /> <br /> <br />" <br /> <br />not less than 75 per cent of the required land treatment measures <br />will be installed or their installation commenced on any sediment <br />source or excessive runoff areas that constitute a serious hazard <br />to the satisfactory design, operation, or maintenance of proposed <br />structures; (4) executed project agreement for construction of works <br />of improvement; and (5) executed proper maintenance and operation <br />agreements. <br /> <br />The proposed structural works of improvement are grouped for <br />installation purposes into one construction unit as shown in <br />Table 2. All necessary land, easements, and rights-of-way will be <br />obtained before Federal financial assistance is made available for <br />construction. <br /> <br />Federal assistance needed to carry out the works of improvement <br />described in this plan will be provided by the Soil Conservation <br />Service, U. S. Department of Agriculture, under the Authority of <br />the Watershed Protection and Flood Prevention Act (Public Law 566, <br />8Sd Congress, 68 Stat. 666) as amended. The Extension Service will <br />carry out the educational phase of the program. other Federal, <br />State,and private agencies concerned will assist in the establishment <br />of the works of improvement. <br /> <br />The services of technical specialists will be provided by <br />the Soil Conservation Service to assist in deSigning structures, <br />preparing and interpreting plans and specifications, checking and <br />assisting in issuance of bids, supervising construction, preparing <br />contract payment estimates, making final inspections, executing <br />certificates of completion, and performing related duties in the <br />establishment of the planned structural measures. <br /> <br />A written agreement has been entered into between the Council <br />of the City of Trinidad and the Supervisors of the Purgatoire Soil <br />Conservation District, as sponsors, outlining the responsibilities <br />each will assume in connection with the installation of the project. <br /> <br />PROVISIONS FOR OPERATION AND MAINTENANCE <br /> <br />Land Treatment Measures <br /> <br />The land treatment measures for watershed protection will be <br />maintained by the landowners and operators of the farms and ranches <br />on which the measures are to be applied under agreement with the <br />Purgatoire Soil Conservation District. I/epresentatives of the <br />District and the Soil Conservation Service will make periodiC <br />inspections of the land treatment measures to determine maintenance <br />needs and ,rill encourage owners and operators to perform periodic <br />maintenance. <br />
