-14-

OC2201

Structural Measures

The structures will be operated and maintained by the City of
Trinidad. All structures will be inspected at least once each year
prior to the thunderstorm season and after each heavy rain or stream-
flow to determine maintenance needs. These inspections will be made
by representatives of the sponsors and the Soil Conservation Service.
Items to be inspected will include: the principal spillways, riser
ports, and trash racks; the emergency spillways; the earth-fill;
and fences and gates installed as a part of the structures. Also,
the stream channels through the City are to be inspected and kept
free of trash and debris. Written reports will be prepared itemizing
the maintenance needs, and a record will be kept by the sponsors
showing completion of recommended maintenance with copies provided
to the Soil Conservation Service and to the Colorado State Engineer.
Authorized representatives will have ~ree access to inspect the
structures.

The estimated average annual operation and maintenance cost
for the structural measures is $1,711 (Table 6). Funds and equip-
ment for carrying out the necessary operation and maintenance are
available through allocations of annual funds by the City Council.
The sponsors understand their obligations for operation and
maintenance and will execute specific operation and maintenance
agreements with the Soil Conservation Service prior to the issuance
of invitations to bid.

COST SHARING

The total estimated project cost is $270,573, of which the
Public Law 566 share is $251,288 or 92.9 per cent and the local
or other share is $19,285 or 7.1 per cent.

The cost of the land treatment measures to be applied for
control of erosion and runoff are estimated at $5,170. Cost-sharing
assistance from other applicable Federal programs will be utilized
in applying the land treatment measures.

!

The cost of the structural measures, estimated at $251,288, will
be paid from Public Law 566 funds. This includes the cost of
installation services estimated at $53,424. The required local
or other cost, consisting of the cost of land, easements, and rights-
of-way and the cost of administering contracts, is estimated at
$14,115. In addition, local interests will provide the cost of
operation and maintenance, estimated at $1,711 annually.

'.
