When these works are completely installed and operating, <br />they will produce estimated average annual benefits of $19,945. <br />The ratio of average annual benefits to the average annual cost of <br />the structural measures for flood prevention is 1.80 to 1.00 (Table 8). <br /> <br />ACCOMPLISHING THE PLAN <br /> <br />The measures outlined in the plan are to be installed during a <br />five-year period. The cost of applying these measures will be borne by the <br />owners and operators of the land. It is expected that the owners and <br />operators will be reimbursed for a portion of this cost through <br />the Agricultural Conservation and other applicable Federal programs. <br /> <br />Technical assistance for planning and installation of the <br />needed land treatment measures will be provided by the Soil <br />Conservation Service through the Purgatoire Soil Conservation <br />District. <br /> <br />Structural Measures <br /> <br />All structural measures will be installed by contract let by <br />the Council of the City of Trinidad. The City will be the local <br />contracting organization and will assume all duties and responsibilities <br />as required by the Act. Construction will be started when Federal <br />funds are available and the sponsors have: (1) obtained and recorded <br />necessary land easements or deeds; (2) obtained agreements to carry <br />out recommended soil conservation measures and proper farm plans <br />from owners of not less than 50 per cent of the lands situated in <br />the drainage area above each structure; (3) obtai.ned assurance that <br />
